Rentals made without obtaining a permission certificate are subject to heavy fines (starting at 100,000 TL per apartment) according to the current inspections in 2026.
Here is the step-by-step legal Airbnb process:
1. How to Obtain an Airbnb Permission Certificate?
Applications for this certificate are only made through e-Government to the Ministry of Culture and Tourism. Applications via physical or mail are not accepted.
Necessary Conditions and Documents:
Unanimous Decision (Most Critical Item): If your home is an apartment, you need a photocopy of the consent agreement or decision book obtained in the presence of a notary from all property owners in the building (100% approval). If you are in a site, only the approval of the owners in your block is sufficient.
Title Deed and Identity Information: Current title deed record and photocopy of the Turkish Identity card.
High-Quality Housing (Residence) Exception: If your home has "residence" status and there is a permission for short-term rental in the management plan, you may not need to collect signatures from neighbors one by one.
UETS Address: You must be registered with the National Electronic Notification System.
Process: After your application, ministry officials physically inspect the house (fire extinguisher, cleanliness standards, etc.). Once approved, you will be given a Tourism Residence Plaque. It is mandatory to hang this plaque at the entrance door.
2. How to Rent an Airbnb Home? (Operational Process)
After obtaining the permission certificate, you should follow these legal and technical steps while renting your property:
Identity Notification System (KBS): You are required to enter the identification information of each guest into the security system (KBS) in real-time. Severe administrative penalties are applied for each day not entered.
Taxation and Invoice: Airbnb revenues are now considered "Commercial Income". Therefore, you must issue invoices through a sole proprietorship or business, declare VAT and Accommodation Tax.
100-Day Rule: All rentals shorter than 100 days are included in this law. If you rent your home for 101 days or more at once, you will not need this document; however, you will then be subject to the provisions of the "Residential Lease Agreement".
Subletting Prohibition: You cannot rent a house you have leased from someone else on Airbnb to another person. The permission certificate is granted only to the property owner or the usufruct right holder.
3. Revoking Airbnb Permission Certificate
Property owners wishing to revoke the Airbnb permission certificate (Tourism Residence Permission Certificate) must apply for revocation by entering the relevant service page of the Ministry of Culture and Tourism via the E-Government system or by personally going to the Provincial Culture and Tourism Directorate to submit a reasoned revocation letter.
During the application, it is also mandatory to return the official plaque issued when obtaining the permission certificate to the directorate, and it is crucial to immediately cease the short-term tourism rental activities of the residence from the moment the revocation process is approved to avoid serious future administrative fines.
