When you own a property or when the status of your property changes (new construction, renovation, change of use), your obligation to inform the state about the existence and value of this property is called Property Declaration. This declaration forms the basis for the calculation of the Property Tax that will be collected by municipalities.
Especially before starting short-term rental activities like Airbnb, ensuring that the status of your property in the municipal records is accurately declared can prevent potential legal disputes in the future.
1. What is a Property Declaration?
A property declaration is an official document that contains information about the property owner’s real estate (residential, commercial, land, plot), including square meters, building type, address, and unit value.
Tax Base: Based on the information in this declaration, the "Tax Value" of your property is calculated.
Legal Obligation: According to the Property Tax Law No. 1319, it is mandatory to make a declaration by the end of the year following the acquisition of the property (December 31).
2. How to Obtain and Make a Property Declaration?
As of 2026, property declaration transactions are being resolved much faster thanks to digitizing public services. The declaration process is carried out through two main channels:
A. Online Application via e-Government
Most municipalities now have e-Government integration through the "E-Municipality" system.
Log in to the e-Government portal.
In the search section, type the name of the relevant municipality and "Property Tax Declaration Form" or "Property Declaration".
Upload the necessary information (title deed information, area, type of construction, etc.) into the system.
B. Personal Application to Relevant Municipal Units
You can also make a declaration by visiting the property department of the district municipality where the property is located.
Required Documents:
Copy of the title deed.
Property owner’s ID card.
Copy of the occupancy permit (Building Usage Permit).
Address and building number information (Numbering).
3. Penalties and Risks of Not Making a Declaration
If the property declaration is not submitted on time, you will face the "Tax Loss Penalty" and late fees. Additionally;
You cannot obtain the "No Debt" certificate required when selling your property from the municipality.
Discrepancies in municipal records can cause delays in applications for Airbnb rental permits (Tourism Housing Certificate).
